With reference to y telegram No.56 of the 6th instant,

I have the honour to enclose a copy of my despatch to the

Governor of Hongkong forwarding a letter addressed to His

Excellency by the Aoting Minister for Foreign Affairs

in the Vanton Nationalist Government.

2.

The letter, of which a copy is also enclosed, invites

the Hongkong Goverment to appoint plenipotentiary

delegates for the negotiation of a settlement of the Canton

Hongkong strike.
